At This Very Moment an Important Promise Made to Californians Is Being Broken.
In 1960 the California Legislature adopted the
California Master Plan for Higher Education. The Master Plan represents a guarantee that all Californians rich and poor will have access to an affordable university education.
Despite that promise, the University has steadily pushed an increasing share of the cost of providing that education onto students and their families in the form of rising fees. Last year after declaring a ‘fiscal emergency’ in reaction to dwindling state funding to the UC, President Mark Yudof and the Board of Regents approved huge increases in student fees. For 2010-11, total student fee increased by about 15% from the previous year, bringing the annual out-of-pocket cost of attendance for resident undergraduates to more than $10,000. As illustrated below, total student fees more than doubled over the past ten years.
